Versailles-Midway-Woodford County Human Rights Commission (HRC)

Regular Meeting Fiscal Courtroom, Woodford County Courthouse 6:30 P.M.
Present: Dan Brown, Angelica (Annete) Muniz, Mary Raglin, Sherry Brown, Tony Wilhoit
Absent: Marilyn Daniel, Donald Morton, Sheila Harris
The meeting was called to order at 6:30 P.M. by Annete Muniz, Treasurer.
Approval of Agenda: Raglin and S. Brown made motions to add the ESL presentation to the agenda. Motion passed.
Approval of Minutes
The September 1, 2016 minutes were presented. S. Brown and Muniz made motions to approve the minutes. Motion passed.
The October 6, 2016 minutes were presented. S. Brown and Wilhoit made motions to approve the minutes.

Treasurer’s Report
No Report
D. Brown discussed the importance of checking the mailbox regularly. A. Muniz will locate the mailbox key and follow-up with D. Brown regarding the mail.
Reports from Committees:
Education (Scholarship Committee): No Report
Fairness Ordinance Committee: D. Brown reminded the Commission that we planned to revisit the Versailles Fairness Ordinance at the regular meeting on December 1, 2016. D. Brown will contact members of the Fairness Ordinance Committee to receive input.
Old Business:
Book Program: D. Brown reported that he has been unable to contact Mark Shake of the United Way of the Bluegrass.
Woodford County High School Gay Straight Alliance update: D. Brown reported he attended the October club meeting and made a short presentation utilizing the HRC Fairness Ordinance Brochure. The presentation was well-received and discussion followed. D. Brown encouraged the Alliance to voice their opinions regarding the Fairness Ordinance to the Versailles City Council candidates. D. Brown also emphasized how powerful and important their voices are in the government and in the community.
Equality Training (Ellington King’s proposal) update: D. Brown reported that his request to attend the High School training was not granted.
Reappointment of D. Brown and Morton: D. Brown reported that Judge Coyle is in the process of reappointing D. Morton, D. Brown.
Update on Nancy Loman’s concerns and meeting with Supt Hawkins: S. Brown reviewed the complaint as presented at the October 6, 2016 meeting. D. Brown reported that M. Daniel, S. Harris and he met with Superintendent Hawkins and conveyed the details of the bullying issue presented by Loman as well as the Commission’s thoughts regarding the incident (see October 6, 2016 minutes). Superintendent Hawkins assured the team that the situation had been dealt with and agreed to look into other issues raised. D. Brown noted that M. Daniel had done an excellent job handling the media requests regarding the incident.
December presentation on illiteracy: D. Brown will re-contact Mike Coleman before the December meeting.
Amended By-laws will be distributed in December.
ESL Presentation: Jimmy Brehm, Woodford County Schools, was unable to attend the November meeting. D. Brown has already contacted Brehm to see if he can attend the January 5, 2017 meeting and will report back to the Commission at the regular December meeting.
New Business:
Election of Officers for 2017-2018: Possible officer nominations were discussed. Due to the limited attendance at the meeting, it was suggested the election of officers be postponed. A. Muniz and S. Brown made a motion to postpone the election of officers until the December 1, 2016 meeting. Motion passed.
Basic HRC Training: No additional needs were defined.
Upcoming Events, Duties and Activities:
December 2016 - HRC annual reports are due to governing bodies.
January 2017 – Fundraising for Imagination Library Book Program begins.
Saturday, December 10, 2016 – International Human Rights Day
Monday, January 16, 2017 – Martin Luther King, Jr. Breakfast
Thursday, February 2, 2017- Begin 2017 – 2018 Budget Draft Presented to Commission
Thursday, March 2, 2017 at 6:30 P.M. – HRC will meet in Midway.
Wednesday, March 8, 2017 – UN International Women’s Day
April 2017 – Finalize and submit budget to governing bodies
Next meeting will be held at 6:30 p.m. on Thursday, December 1, 2016 in the Fiscal Courtroom of the Woodford County Courthouse. Mike Coleman is scheduled to present.
