Versailles-Midway-Woodford County Human Rights Commission (HRC)

December 6, 2019 Minutes

Regular Meeting Fiscal Courtroom, Woodford County Courthouse 6:30 P.M.

Present: Mary Nehring, Kyle Fannin, Darlene Jackson, Sherry Brown, Daniel Brown

Guest: Tim Middleton

Absent: Annete Muniz, Mary Raglin

The meeting was called to order at 6:30 P.M. by Vice Chair Nehring.

Approval of the Agenda: Raglin and Jackson made motions to approve the agenda and motion passed.

Approval of August 2, 2018 Minutes and October 11, 2018 Meeting Notes: Jackeson and Nehring made motions to approve minutes and notes, and the motions passed.

HRC Funds $2127.96

Imagination Library $3231.00

Ending Balance $5,358.96

Education (Scholarship Committee): No Report

Fairness Ordinance Committee: No Report

Old Business:

Imagination Library Book Program: D. Brown is still working on submitting all paperwork to the organization.

Twilight Festival 2018: D. Brown reported the Festival fee has been submitted. A work schedule was passed for sign up. Promotional HRC writing pens were discussed and it was determined that approximately $300.00 would be needed for Fannin to purchase a larger quantity of writing pens. Nehring and D. Brown made a motion to approve the amount and motion passed. S. Brown will secure painting for art raffle to be held at Twilight Festival.

Complaint/Intake Protocol: D. Brown distributed complaint intake forms and discussed the process briefly.

Attendance: D. Brown reviewed the attendance policy as set forth in the HRC By-Laws. The By-Laws state that 65% attendance is required which is the same as 4 out of 6 meetings held annually.

Officers: Term of expiration of all officers is December 31, 2018. After some discussion, consensus was reached to wait on the election of a chair until the end of the year.

New Business:

Midway Event(s) to Distribute HRC Information: After some discussion, Raglin offered to think about and explore such Midway events. Item will be added to October 11, 2018 HRC Agenda. Raglin offered to develop an HRC fact sheet and Fannin suggested we contact the Woodford Sun for a possible article regarding HRC functions.

Annete Muniz Notification: D. Brown read a brief email from Annete Muniz and her inability to attend meetings regularly due to family event conflicts. Discussion followed and it was decided to consider amending the HRC By-Laws to include some electronic attendance and participation in the regular meeting. With consensus, it was decided to add HRC By-Laws Attendance to the October 11, 2018 agenda for possible amendment. In addition, discussion followed that it might be a good idea to consider adding a Woodford County High School Student Liaisons to the Commission as a non-voting/non-official Commissioner to build interest in the HRC. Consensus was reached to add the item for discussion to the October 11, 2018 agenda.

Thank You Gifts for Sheila Harris and Donald Morton: Raglin and Jackson made motion and motion passed to purchase thank you gifts of $30 for Harris and Morton.

Web Site and Email Account Bills: D. Brown presented invoices for reimbursement. Jackson and Raglin made a motion to reimburse $197.96 for the yearly bill and motion passed. It was discussed that it might be a good idea to secure a debit card for these two yearly expenses.

New Commissioner Recommendation: D. Brown discussed a possible recommendation and volunteered to contact S. Brown regarding the individual. Item will be added to October 11, 2018 Agenda.

Next meeting will be held at 6:30 p.m. on Thursday, October 11, 2018 in the Community Room of the Woodford County Courthouse.
