Regular Meeting Fiscal Courtroom, Woodford County Courthouse 6:30 P.M.
Present: Mary Nehring, Kyle Fannin, Darlene Jackson, Sherry Brown, Daniel Brown
Guest: Tim Middleton
Absent: Annete Muniz, Mary Raglin
The meeting was called to order at 6:30 P.M. by Vice Chair Nehring.
Approval of the Agenda: Brown and Jackson made motions to approve the agenda and motion passed.
Approval of August 2, 2018 Minutes and October 11, 2018 Meeting Notes: Jackson and Nehring made motions to approve minutes and notes, and the motions passed.
Comments/Questions from Members of the Public: Welcomed Tim Middleton who is interested in joining the Commission.

Old Business:
Twilight Festival 2018: D. Brown posed the question: Is the Twilight Festival a good venue for promoting and education about the Human Rights Commission? After discussion, the Commission agreed it is worth the effort. It is essential that the Commission have free giveaways to attract attention to the tent. D. Brown reminded the Commission that we still need to find a Midway event which would be appropriate for distributing HRC materials.
Attendance: D. Brown reviewed the attendance policy as set forth in the HRC By-Laws. The By-Laws state that 65% attendance is required which is the same as 4 out of 6 meetings held annually.
Officers: Kyle Fannin was unanimously elected as Treasurer. Fannin will secure records from Muniz. Nehring agreed to continue as vice-chair and was unanimously elected. D. Brown noted his resignation of secretary at the upcoming February HRC meeting. After some discussion, consensus was reached to wait to elect more officers when the Commission is more completely staffed.
Thank You Service Gifts: Gifts have not been secured. Nehring will follow up.
New Business:
Web Site and Email Account Bills: After Fannin secures treasurer’s record and checking account materials, he will pursue a debit card. D. Brown reported that wix.com which serves as our website and email provider does accept debit card payment. Next payments are due in January.
Open Records Packet/Information from Judge Coyle: D. Brown reminded the Commission that it is important to read the Open Records packet and understand the process.
By Law Amendment to Include Electronic Attendance: After some discussion, Nehring and Jackson made a motion to amend the By-Laws to include electronic attendance. The motion passed. Fannin asked D. Brown to send an electronic copy of the by-laws for him to draft and amendment.
Possible Woodford County High School Liaisons: After some discussion, D. Brown volunteered to contact the GSA sponsor and Fannin offered to contact the Community Action group in order to locate possible liaison candidates.
HRC Inquiry Received through Annete Muniz: D. Brown reported that a parent/educator group has been formed to address the reading score concerns. Tim Middleton noted he attended the recent meeting and summarized the event. Middleton agreed to attend the upcoming meetings in order to keep the HRC involved.
HRC Complaint Received through the Website: D. Brown reported the individual had not returned emails after three attempts to open communication. The Commission reached consensus that the Commission had put forth sufficient effort. The Commission also noted it remains open to any further contact from the individual.
2019 MLK Breakfast: After some discussion, Jackson and Nehring made a motion to approve purchasing a table and half-page advertisement at the cost of $150. Tim Middleton offered to follow-up with securing the table and advertisement.
Next meeting will be held at 6:30 p.m. on Thursday, February 7, 2019 in the Fiscal Courtroom of the Woodford County Courthouse.
